They are counting the children, the elderly, the destitute, those on less than minimum wage, the unemployed, the disabled, those in prison, tourists,the owners of certain kinds of small business, illegal immigrants, housewives, those who earn money "under the radar", students and every other class of people, who for whatever reason, are not paying income tax directly. But they are being supported by those who do, whether it is because they are dependents of them, or because they have paid all the tax they are going to, or because their customers will have more money and therefore will buy more goods.
In left speak cutting taxes for those who don't pay taxes really means increasing the earned income tax credit. In other words people who don't pay taxes will get a bigger check from the government as a tax "rebate". It sounds much better than what it really is. Confiscating income from the productive and giving it to the unproductive.
